He gained his Ph.D. in International Relations at the London School of Economics and Political Science. His publications include biographical studies: Sir Robert Borden: Canada. Makers of the Modern World; Times of Heroism, Times of Terror: American Presidents and Foreign Policy During the Cold War, 1945-1991; and he is editor of Nancy Astor's Canadian Correspondence, 1912-1962.
